Fallout 4's Lighting Fixes gives blacked-out terrain a fallback

A carefully modded Commonwealth can lose its atmosphere fast when the ground suddenly turns into a featureless black surface. Lighting Fixes goes after that particular visual failure, with doodlum's F4SE plugin falling back to a base terrain texture when broken or overloaded texture layers would otherwise leave the landscape dark.
