Three ways through a locked door

Lockpicks aren't the only way through a stubborn door in Fallout: New Vegas anymore. 2Stoned2Mod's Tactical Breach and Clear lets you shoot a lock, force it with a suitable melee weapon or plant an explosive. Each method happens in real time and costs something, whether ammunition, weapon condition or explosives.

Prying depends on Strength, and doors marked "Requires Key" are excluded by default.
